There is a whole design pattern that you are missing about using workspaces that would make your directory structures obsolete and totally avoid using the code copying (your use is not DRY which is an anti-pattern). It only takes 1 set of TF files to build multiple environments using workspaces once you understand a few key concepts. LMK if you are interested in hearing more.
